Faced with a shrinking population, an ageing society, and mounting economic pressures, Japan is confronting important questions about growth, competitiveness, and the role immigration may play in its future. Yet public sentiment appears to be moving in a different direction. In 2015, the International Organisation for Migration found that 15 out of 19 G20 countries (including Japan) wanted immigration levels maintained or increased. Ten years later, that trend has reversed. In Japan, opposition to foreign workers has increased markedly from around 35% in 2022 to over 50% in 2026.

The government has responded by tightening visa requirements, increasing visa and permanent resident fees, and strengthening enforcement measures. At the same time, businesses across sectors continue to navigate labour shortages, international expansion, global mobility needs, and increasing competition for talent and investment.

What does this changing landscape mean for Japan's economy, society and international competitiveness? How are Japanese and foreign businesses being affected? And what should organisations be preparing for in the years ahead?
