Japan-Canada Policy Dialogue on 3D

On March 14th, 2014, Embassy of Canada, in collaboration with the Japan-Canada Interdisciplinary Research Network on Gender, Diversity and Tohoku Reconstruction (JCIRN), will hold a “Japan-Canada Policy Dialogue on Democracy, Diversity, and Disasters.” This is the sister event to the “Japan-Canada Policy Dialogue on Risk Governance”, which was hosted by the Embassy of Japan in Ottawa on February 6, 2014.

The triple disaster of the Tohoku earthquake, tsunami and nuclear meltdown was the cause of tragic destruction and trauma for Japan. At the same time, this moment in history has created windows of opportunity for deepened democratization, critical thinking about gender, diversity and social vulnerability, and for diverse women’s leadership in rebuilding Tohoku and Japan.

Marking the third anniversary of 3.11, and looking forward to the UN Third World Conference on Disaster Risk Reduction in Sendai in 2015, this two-hour session features presentations and discussion with policy experts, decision-makers and opinion-leaders from Japan, Canada, and the UN, providing an opportunity to reflect upon the lessons of the past three years and explore new avenues for women’s empowerment through Tohoku reconstruction.

来る3 月14 日、カナダ大使館は、ジェンダー、多様性、東北復興に関する日加学際研究ネットワーク(JCIRN)などの協力の

もと、「日本-カナダ 民主主義、多様性、災害に関する政策対話」を開催いたします。これは、2014 年2 月6 日に在オタ
ワ日本国大使館にて行われた「リスク・ガバナンスに関する日加政策対話」に呼応する催しとなります。

東日本大震災による三重災害(地震、津波、原発事故)は悲劇的な破壊と心的外傷を日本にもたらしました。同時に、こ
の歴史的な経験は、民主化の深まり、ジェンダー、多様性、社会の脆弱性についての批判的考察、そして東北と日本の復興
に向けた女性による多様なリーダーシップ発揮のための機会をもたらしています。

東日本大震災3 周年を記念し、また2015 年に仙台で開催される第三回国連防災世界会議を視野に入れて、この2 時
間の催しでは、日本、カナダ、そして国連の政策専門家、意思決定者、オピニオン・リーダーによるプレゼンテーションやディスカッ
ションを通じてこの3 年間の経験を見直し、東北復興の過程で女性が力を得るための新しい道筋を探ります。
