International Development: Contradiction in Terms?

In collaboration with the English-Speaking Union of Japan (ESUJ), the CCCJ presents International Development: Contradiction in Terms? by Dr. David M. Malone. Prior to joining the United Nations University as Rector on 1 March 2013, Dr. Malone served (2008-2013) as President of Canada’s International Development Research Centre. He earned his degrees from l’École des Hautes Études Commerciales (Montreal), the American University (Cairo), the Kennedy School of Government, Harvard University, and a DPhil in International Relations from Oxford University. He had previously served as Ambassador and Deputy Permanent Representative of Canada to the United Nations, President of the International Peace Academy (now International Peace Institute) in New York, DFAIT Assistant Deputy Minister for Global Issues (2004-2006), and Canada’s High Commissioner to India (2006-2008). He has also held research posts at Brookings Institution, University of Toronto and Carleton University, and has published extensively on peace and security issues.

In the post-WWII era, the industrialized world of the North and the poor continents of the South have collaborated under the notion of “international development”, with attendant international institutional infrastructure. Dr. Malone argues that a significant shift in thinking is required (and indeed under way) recognizing that there are many paths towards successful development strategies, few of them thought up in Washington or at the OECD. The onus for success lies at home, not at the international level. He will draw on the examples of domestically-generated economic reforms in India and China since late 1970s to highlight how very different paths and strategies have led to a large degree of success in both countries.
